Julien Seillan holds a Master’s Degree in History from Paris 1-Panthéon Sorbonne, a Master’s Degree from Université Lyon II, and a Master’s Degree in Management Science and Human Resources (HR) from the Conservatoire National des Arts et Métiers.

Julien Seillan started his professional career in 2003, working on humanitarian aid projects in the Democratic Republic of the Congo and in the Kivu, Ituri and Katanga regions. After working in the social sector, he moved on to human resource management positions in non-governmental organizations.

He joined AFD in 2013, first as HR Director for Africa, then as Careers and Recruitment Director. He was appointed Executive Director of Human Resources in 2022.
