At the Presidential Council for International Partnerships (CPPI) convened on April 4, 2025, development policy was reaffirmed as a cornerstone of France’s international engagement, alongside diplomacy and defense, and at the heart of the accelerating reconfiguration of global alliances. Development policy is a key instrument for fostering enduring bonds between nations, generating employment and prosperity, and promoting sustainable growth within the limits of our planet’s resources.

In this context, the AFD Group's new Strategic Orientation Plan, adopted in December 2024, illustrates how we intend to best serve France in response to today’s geopolitical and geoeconomic uncertainties. AFD Group, together with Proparco and Expertise France, fully aligns its strategy with the development policy defined by the French authorities. This new strategy gives concrete expression to the priorities set forth by the Programming Law on Solidarity-Based Development and the Fight Against Global Inequalities of August 4, 2021, as well as by the Presidential Council for Development (CPD), the Interministerial Committee for International Cooperation and Development (CICID), and the Interministerial Committee for Overseas Territories (CIOM) in 2023.

AFD Group’s mandate must fulfill a dual agenda: to combat poverty and inequality, and to safeguard global public goods. It champions solidarity-based and sustainable investments beyond France’s borders, in the least developed and most vulnerable countries, in middle-income countries, and in France's overseas territories.
