Mexico, Cuba and Central America Regional Office

The Regional Office for Mexico, Cuba and Central America, which covers Costa Rica, promotes fair and inclusive transitions and supports low-carbon trajectories across the region. It also protects biodiversity, and improves essential services management for local populations. 

SUPPORTING A LOW-CARBON AND RESILIENT TRAJECTORY

AFD is fully committed to promoting development trajectories that meet global climate and environmental challenges. Its actions involve supporting the three countries in the region to achieve their commitments under the Paris Agreement and the Sustainable Development Goals of the 2030 Agenda.

In Mexico, AFD is working with the Ministry of Finance on a project aimed at using public and private financing to promote low-carbon, inclusive growth and improve the resilience of the most vulnerable populations.

In Costa Rica, AFD is supporting a policy to decarbonize the country’s economy, with the aim of achieving carbon neutrality by 2050. 

ADVANCING THE ENERGY TRANSITION

AFD is mobilizing the support all of its partners to achieve one goal: universal access to efficient, resilient and low-carbon energy services.

In Mexico, the Group is working with the country’s Comisión Federal de Electricidad (Federal Electricity Commission - CFE) with a view to upgrading power plants and incorporating renewable energies to help reduce greenhouse gas emissions.

In Costa Rica, cooperative projects are being implemented to encourage the adoption of electric modes of transport, lower-emitting agricultural practices and sustainable regional planning. 

PROTECTING BIODIVERSITY

AFD is committed to converging the fields of climate and biodiversity. It guarantees sustainable modes of production and consumption while ensuring a fair and equitable sharing of resources.

In Mexico, AFD is supporting public policy on protected areas and ecological connectivity, in order to preserve and enhance natural land and marine areas. The Group is also promoting the management and sustainable transformation of the agricultural and fishing sectors in order to ensure food self-sufficiency and the well-being of local communities.

PROMOTING A FAIR AND INCLUSIVE TRANSITION

AFD is strongly focused on inclusion, aiming to reduce social inequality and better integrate the approach of gender mainstreaming.  It is also supporting a project led by Mexico’s Ministry of Labor to formalize and professionalize the service sector and improve working conditions for female domestic workers.

In Costa Rica, AFD is supporting and co-financing two projects in collaboration with the Inter-American Development Bank (IDB), focused on developing public policy for seniors, increasing women’s participation in the labor market and achieving equal pay.

IMPROVING ESSENTIAL SERVICES MANAGEMENT 

AFD also supports projects that guarantee access to essential and efficient services for communities in Cuba. It is working to provide equitable access to drinking water and sanitation, efficient healthcare services, and improved urban infrastructure (especially transport and energy).

We are also deeply involved in work on Cuba’s health, water and sanitation sectors.
