Niger still mainly relies on Nigeria for its electricity supply and the operation of its power grid. With the rise in national power generation, the sharp growth in demand, the integration of renewable energies and the increase in interregional power exchanges under the WAPP (West African Power Pool), Niger needs to operate and control its power grid with more and more precision. The creation of a national grid control center will make it possible to upgrade, automate, secure and optimize Niger’s power grid.
Context
The national grid control center will remotely supervise and control the entire high-voltage grid, the power plants of NIGELEC and of any other producer integrating the grid, and the operation of cross-border exchanges. Through its modern tools, it will provide a synthetic and overall vision of the state of the power grid and facilitate its operation to ensure that customers in Niger have a stable and high-quality electricity supply. It will also assist with making the most appropriate decisions for its management, with optimum reliability and security, and automate the management of the grid, while improving the profitability of NIGELEC.
Description
The project provides for the construction of a national control center in Niamey, which will also house the control office of the distribution grid of Niamey (World Bank financing), and the construction of a backup center in Gorou Banda with the main functions of the control center.
More specifically, the project comprises:
- The SCADA (Supervisory Control And Data Acquisition) system / EMS (Energy Management System) of the main center, the simplified SCADA/EMS system of the backup center, telecommunication links and equipment and the automation of certain substations;
- Training with three modules (dispatch management, operation and maintenance of SCADA systems and training of SCADA system operators);
- Support to the contracting authority.
Impacts
In addition to contributing to improving the electricity service in terms of grid stability for some 1.5 million customers, the project should allow NIGELEC to save 40 GWh of energy a year by reducing its losses. The project will improve the quality and reliability of the electricity supply to the population of Niger.
