This project is a continuation of a first project whose objective was to support the reconstruction and development of the drinking water distribution service in Iraq. With this new funding, the ICRC will work to reduce the structural vulnerabilities of the drinking water service in urban centers across the country.
Context
Three years after the announcement of the victory against the Islamic State group in Iraq, the situation in northern Iraq, and particularly in the governorate of Nineveh, remains marked both by a still significant displacement of populations, by community tensions and persistent socio-economic vulnerabilities, as well as by an insufficient level of basic service in urban centers, in particular for the service of drinking water.
In urban centers, the water service suffers from an infrastructure that is in a poor condition, deteriorated by decades of successive crises and conflicts, and from sub-optimal management resulting in poor technical performance and unreliability
of the service, and a strong dependence on the availability of water, electricity and financial resources which all remain limited. Furthermore, large quantities of water are taken from the environment, treated and lost when injected into the system, while urban or peri-urban areas are still served by trucks. The challenge is therefore to rebuild better.
Description
The project aims at reducing the structural vulnerabilities of the water service in urban centers, by contributing to:
- Promoting an equitable access to the drinking water service;
- Improving the performance of the service on aspects of service continuity and water quality, and rationalize its impact on water resources and on public finances;
- Supporting the resumption of control of the water distribution system by the authorities in charge of the service and paving the way for structuring investments for the water service, on the basis of its complete diagnosis.
Impacts
It is expected that the project allows for a better handling of the system and the service provided by the authority in charge of it, that it endows this department with a medium-term planning of the service, and that it allows foundations for a more efficient management that consumes less natural, energy and financial resources. A more equitable and inclusive service is also expected for the populations of the cities concerned.
