Over a decade ago, Jordan initiated the implementation of gender-responsive budgeting. In its commitment to apply it further, the Government aims at greater equality between women and men, while improving public finance management and budget transparency.
Context
The vision for equality between women and men in Jordan is articulated, on the one hand, around actions for the direct empowerment of women, and on the other hand, around its policy for gender mainstreaming, which will strengthen the institutional architecture and the integration of gender into policies, programs and projects.
At the same time, the Jordanian Government is committed to improve the allocation of its resources and particularly for the equitable and efficient provision of services to the population. This priority translates in particular in the upscaling of results-oriented budgeting, as reinforced by a new Organic Budget Law, which implies the alignment of policy directions and budget allocations, and the monitoring of government’s performance.
In this context, Jordan undertakes to deepen the operationalization of Gender Responsive Budget (GRB). The authorities recognize the potential of GRB for the development and implementation of public policies that aim at reducing inequalities between women and men. They wish to take into account the inequalities between women and men in the planning, programming, budgeting of public policies through the implementation of GRB.
Description
The development policy loan contributes to the inclusion of GRB in Jordan’s budget cycle, and its pilot implementation by four line ministries. Besides, it sets the grounds for the implementation of consolidated commitments to gender equality.
A technical assistance program, implemented by UN Women, supports direct GRB stakeholders: the Ministry of Planning and International Cooperation, the General Budget Department, the National Commission for Women and the four pilot ministries (Health, Education, Labor, Political and Parliamentary Affairs). The pro-gram also seeks to mobilize a second circle of actors, respectively and according to their mandate on the production of data and the monitoring of the Jordanian Government’s commitments
Impacts
The project aims at the full consideration of gender inequalities at all stages of the budget chain and to reconcile and align the dual “positive” and “mainstreaming” approach, pivotal for GRB in Jordan.
