In partnership with the European Union, AFD is working with Beira's municipal wastewater management operator and the government agency that owns the infrastructure to restore the city's sanitation system, which was damaged by Cyclone Idai in March 2019.
Context
Beira is Mozambique's second most populous city. Its sanitation system, built in colonial times, is now largely obsolete.
The European Union financed the construction of a wastewater treatment plant (STEP), inaugurated in 2012. The latter is no longer operational, following the passage of cyclone Idai in March 2019, which also damaged a large part of the city's sewage network.
Located on the coast and in a flood zone, Beira is particularly vulnerable to the effects of climate change.
Description
The project, carried out by AFD as delegatee of European Union funds, involves:
- rehabilitate the WWTP and the wastewater collection and transport network;
- strengthen the operational capabilities of the municipal operator (Serviço Autónomo de Saneamento da Beira - SASB), in charge of managing the city's wastewater network;
- carry out hygiene and sanitation awareness campaigns among the population of Beira.
The Mozambican public agency responsible for managing sanitation infrastructure in urban areas (Administração de Infra-Estruturas de Água e Saneamento - AIAS, IP) will be the executing agency for the works.
This project is coordinated with other ongoing and future programs in the water and sanitation sector, with the aim of strengthening the city of Beira's resilience to the effects of climate change in the years to come.
Impacts
The project will provide a functional and sustainable sanitation service for 100,000 inhabitants of the city of Beira, and will sustainably strengthen the skills of the autonomous sanitation operator (SASB) for the operation and maintenance of the newly rehabilitated infrastructure.
More broadly, it aims to improve public health and environmental conditions in the city of Beira.
