While public investment is often essential for setting direction and mobilizing other stakeholders, private initiative plays a complementary role by meeting demand, scaling up solutions, and accelerating technological, environmental, and social innovation.
AFD and its subsidiary Proparco (dedicated to the private sector) provide financing, guarantees, assistance and support for innovation to private companies. They give top priority to the key development sectors: infrastructure (with a focus on renewable energy), agribusiness, financial institutions, health, and education.

By offering a wide range of guarantee products, Proparco enables financial institutions to reduce the risks they face in the course of their activities.

Pre-financing of European and State grants in the French Overseas Territories (PESG)
The PESG is available to public and private stakeholders in the French Overseas Territories for the short-term financing of their investment projects that will benefit from grants from the EU, the State and other French public bodies. It provides an advance for the cash flow required to pay the companies employed to carry out the investments.

Public-private partnership (PPP)
A PPP is a tool that allows a public entity to delegate the construction of infrastructure or the management of a service to a private company.

SOGEFOM
SOGEFOM (Overseas France guarantee fund management company) facilitates access to bank loans for MSMEs. At the request of banks, it can provide partial guarantees for loans allocated to MSMEs. It can be used in all areas of business, except for banking intermediation and real estate development.
