FEXTE: a cooperation and project preparation instrument
The Fund for Technical Expertise and Experience Transfers (FEXTE) finances technical expertise in the form of feasibility and project preparation studies in countries that receive ODA.
Objective
Respond to requests for French expertise and knowledge in countries where AFD is authorized to operate.
Am I eligible?
The technical cooperation program must meet three criteria:
- Be consistent with AFD’s mandates and geographical and sectoral priorities.
- Promote existing French expertise or experience.
- Contribute to French influence, economically, for public policies, and/or for ecological diplomacy.
You are leading a project that contributes to the development of one of the recipient countries of ODA (as defined by the OECD Development Assistance Committee). You wish to benefit from French expertise and knowledge in project preparation studies or technical cooperation.
You represent:
- A State
- A local authority
- A public institution
- An NGO
- A public partner (private in exceptions only) in AFD’s countries of operation

Type: Grant
2 types of formats:
AFD as expertise coordinator
• AFD is the contracting authority
• The operation has a market-based and service provision approach, and gives rise to a remuneration of the service provider
• This method makes it possible to involve our subsidiary Expertise France
AFD as donor
We finance a partnership between a French partner and a party requesting expertise with whom there is already a relationship (Memorandum of Understanding, cooperation, for example).
