The Ministry of Environment and Natural Resources of Viet Nam (MoNRE) and AFD share their will to enhance their partnership for climate change adaptation and energy transition

AFD and MoNRE

Mr. Dang Quoc Khanh, Minister of Environment and Natural Resources (MoNRE) of Vietnam, and Mr. Rémy Rioux, General Director of the French Development Agency (AFD) had a meeting on the sideline of the Climate International Conference in Dubai (UAE).

Vietnam is considered one of the countries most exposed to the effects of climate change. Rising temperatures and sea levels, the increased frequency and intensity of extreme weather events, combined with population growth and urbanization, increase the risk of hazards, coastal erosion and flooding across the country.

The MoNRE and AFD are therefore joining forces to implement actions committed in their 2022 MOU signed on the sideline of the COP27, which rolls out axes of actions and cooperation over 5 years. They include :

  1. an intellectual production program on climate analyzing macroeconomic model (GEMMES), climate change impact projections, and social implication of the just energy transition;
  2. support for just energy transition,
  3. support for integrated management of water resources;
  4. other priority areas (land resources, plastic waste management, maritime resource management.

The minister and the AFD General Director jointly emphasized the importance of the JETP Declaration implementation in Vietnam, in order to move toward the net-zero achievement as committed by the Vietnamese Prime Minister. Being active within Team Europe on the discussions conducted between MONRE and IPGs, France will mobilize up to €500 million via the AFD Group to support prioritized investments defined in the RMP, especially the emblematic Bac Ai pumped storage project.

In addition to this funding, Mr. Rioux confirmed that AFD is willing to share its experience with Vietnam to better support the energy transition process.  Several technical assistance to the JETP Secretariat is in preparation, helping develop the trusting partnership of AFD with MONRE and other main players in the Energy Transition in Vietnam. The minister suggested AFD should keep closely cooperating with MONRE and become one of the lead donors for the implementation of JETP.

The minister Khanh and the General Director Rioux have marked their first meeting by celebrating the kick-off of the GEMMES Vietnam phase 2. The outcomes of this program will contribute scientific-proved recommendations and modelling tools to the decisions of the Vietnamese Government in its climate policies.  The minister appreciated this continual initiative of research, which has been mobilized immnent experts to study climate change in Vietnam.

Several other domains of cooperation have been placed at the core of the bilateral partnership, such as water resource management, with AFD’s active support to the revision of the Law of Water Ressource. Credit carbon and Ocean intitiative have also been highlighted as subjects of common interest for cooperation in the near future.
