Matthieu Discour becomes the new Director of the Three Oceans Department at the French Development Agency (AFD)
In his new role, he will steer AFD's regional strategy in the Atlantic, Indian and Pacific basins, a unique geographical approach that the Three Oceans Department uses on to strengthen links between the French overseas territories and their neighboring countries, and provide a global response to cross-border issues and common challenges faced by island territories. His appointment is effective as of May 15. He succeeds Charles Trottmann, who has joined the French Ministry for Overseas France as Deputy Cabinet Director.
Matthieu Discour, 50, previously Director of the Governance Department at Expertise France, the AFD Group's technical cooperation subsidiary, since March 1st 2023.
In his 25-year career at AFD, Matthieu Discour has held both operational and strategic responsibilities, in a variety of geographical and institutional contexts. After starting his career at AFD headquarters as a financial analyst for the overseas public sector, he went on to hold positions of responsibility in the network. First in Morocco and Vietnam, then in the Indian Ocean, where he headed the Mauritius agency, and in West Africa, as Regional Director for the Gulf of Guinea. He contributed to the development of non-sovereign activities, the strengthening of strategic partnerships - notably with the European Union and the Green Climate Fund - and the structuring of climate-related portfolios.
He has held a number of management positions in Paris, notably as advisor to the Executive Director for partnerships and communications, and in the office of the Chief Executive Officer of AFD. He also represented France at the United Nations in New York on major multilateral development funds (UNDP, UNICEF, UNFPA, UNOPS).
A graduate of the Institut d'Études Politiques de Paris (public service section), Matthieu Discour holds a DESS in public management from Université Paris-Dauphine, and an MBA from École des Ponts et Chaussées (Paris) and Temple University’s Fox School of Business (Philadelphia, USA).
