Indonesia strengthens its combat against marine plastic debris with the support of a 200 million euros Policy-Based Loan by AFD

Jakarta, December 23rd , 2024 - The government of Indonesia and the Agence française de développement (AFD) signed on November 15, 2024 a EUR 200 million Policy-Based Loan to support the target of the Indonesian government to achieve 70% reduction in marine debris by 2025 through its National Action Plan on Marine Plastic Debris (2017- 2025).
Indonesia, the fourth most populated country with more than 280 million people and the largest archipelago in the world, ranks as the third largest contributor to plastic emissions with an estimated 3.4 million tons of unmanaged plastic produced every year (Science journal “Nature”). Between 200 and 550 000 tons of plastic waste ultimately reach the Ocean every year (World Bank 2021), adversely impacting biodiversity, human health and millions of Indonesians relying on fishing and tourism. AFD is working together with KfW (Kreditanstalt für Wiederaufbau – the German state-owned investment and development bank) and the ADB (Asian Development Bank) to support the policy reform program designed and implemented by Indonesia’s government to tackle this issue, through its National Action Plan on Marine Plastic Debris. This EUR 200 million Policy-Based Loan from AFD will serve the implementation of the first phase of this policy reform program.
It is structured around a public policy matrix common to the three donors, made up of three reform areas aligned with the priorities of the National Action Plan on Marine Plastic Debris
- Reform Area 1: Improving the plastic waste management system ;
- Reform Area 2: Reducing the production and consumption of problematic plastics ;
- Reform Area 3: Strengthening data and monitoring tools to inform the policy decision makers more accurately.
AFD has also committed EUR 500K in technical assistances to support technical ministries responsible in implementing policy actions.
